The thing is, Kemp would probably like the optics of KLB cancelling a giant event as it would largely be a bunch of Dragon Con Low Top Shoes for her and the city despite being the right thing to do. I’d bet that if KLB cancels DC, Kemp will send out some kind of chest thumping press release saying he’s disappointed or whatever but won’t actually contradict the order since he gets the best of both worlds.
