He has a BA, Masters in Public Administration (social science part), and a PhD in economics. This does not make you an expert. You understand the social science aspect of economics. Yes, an economics degree would teach you statistics, but the way you see stats there vs a virologist or epidemiologist are COMPLETELY different. You can be a PhD in a biomedically related field and know just as much as an MD. One can treat patients and the other cannot. But to dismiss all PhDs would be wrong. Most of them (immunologists, virologists, epidemiologists, etc) are the ones actually doing the research to understand what is going on.
